Failover is an autonomy problem

Bearer selection looks like a comms problem and behaves like an autonomy problem. The decision to move from mesh to cellular to satellite depends on what the mission needs next, not only on what signal is currently strongest.

Indigenous by requirement

For the programmes we are building toward, a foreign communications module is not a procurement inconvenience — it is disqualifying.
